Last summer, an elite group of scientists, economists and government officials gathered at Snowmass ski resort near Aspen, Colorado, to contemplate the end of the world. The weeklong “workshop, held in the shadow of 14,000-foot-high peaks at the Top of the Village lodge, was organised by the Energy Modeling Forum, a group of academics and industry leaders affiliated with Stanford University. A few months earlier, Stanford professor John Weyant, the director of the group, had asked participants to consider a nightmare scenario: It’s 2010, and global warming is not only happening, it’s accelerating. The Greenland and western Antarctic ice sheets are melting at an exponential rate, leading to predictions of a twenty-foot rise in sea levels by 2070. In this scenario, southern Florida vanishes, New York City becomes an aquarium, London looks like Venice. In Bangladesh alone, 40 million people are displaced by the rising waters. Droughts cripple food production, leading to widespread famine. If you need to put a “sudden stop” on emissions of carbon dioxide, Weyant asked, how — short of shutting down the global economy — would you do it?

Fresh water has been dubbed “Blue Gold” in many publications as potable water will be to this century what oil was to the last century. Less than three percent of the water on the earth’s surface is fresh water. When we deduct the amount in the ice at each pole and the rivers flowing in uninhabited areas that number is less than one percent. From this amount the nearly 7 billion people on earth use to survive.
James Pollard Espy (or the Storm King) (May 9 1785 – January 24 1860) was a U.S. meteorologist. Espy developed a convection theory of storms, explaining it in 1836 before the American Philosophical Society and in 1840 before the French Académie des Sciences and the British Royal Society. His theory was published by in 1840 as The Philosophy of Storms. He became meteorologist to the War (1842) and Navy (1848) departments and developed the use of the telegraph in assembling weather observation data by which he studied the progress of storms and laid the basis for scientific weather forecasting.

Summary of court cases and principles of tort liability for cloud seeding, including both drought or flood allegedly caused by cloud seeding
October 22, 2006 | This essay briefly reviews governmental regulation of weather modification, then concentrates on judicial opinions regarding modified weather or cloud seeding and suggests how future weather modification torts might be argued. The scope of this essay does not cover liability for inadvertant weather modificiation, such as:
release of heat or smoke from industrial smokestacks;
injection of water vapor and particulates from jet airplane engines into the dry stratosphere;
release of heat and airborne particulates from cities;
pollution from automobiles;
global warming from release of CO2 by burning wood, coal, oil, or natural gas; or
removal of ozone by release of fluorocarbons into the atmosphere
This essay also does not consider purely local weather modification, such as dissipating fog in supercooled clouds at an airport.
This essay was initially written to inform:
potential plaintiffs (e.g., farmers, ranchers, and people who might be the victim of floods
meteorology students, and
attorneys and law students working in either environmental law or water law, about the nationwide law in the USA that affects tort liability for cloud seeding.
Aviation fuels contain additives with “trade secret” ingredients. Aviation produced contrails’ effect on our climate is still not known after 60 years of flights. Dirty fuels produce dirty exhaust, however this is not geoengineering, this is copyright trumping public health concerns.
